I think the Narnia parts of Narnia-the-World were created to be good, but beyond its borders, everything was neutral, a blank slate for whatever wandered in there.
I never thought about why the Dark Island was there! Or the Pool of Gold. I guess I can attribute that to Lewis' skill as a writer. The reader enjoys the story too much to be concerned about the plot holes (and there were a lot of plot holes.)
