Wouldn't that depend on how much money the chief librarian is permitted to spend, to run the library, by its governing organisation?

Doesn't using a local public library, regularly, free up ratepaying residents from having to amass enough books, DVD's & other materials to store their own personal library?

Doesn't that depend on which books are your favourites, on the one hand, and which books you might read only the once that will clutter up your book shelves?
