Wouldn't everyone have to be notified of which schools & TAFE colleges would be closed in the most fire prone areas, & where to evacuate to?

Why after all the proclamations we've had about extreme fire danger, & the Premier declaring a state of emergency, did we still get children running around lighting fires, people who should be old enough to know better, still want to use incinerators & people goofy enough to still want barbecues for dinner?
