Would someone with false qualifications & certifications who actually was appointed to the sort of job requiring them, would survive long in any position if they couldn't actually do the job they applied for?

Wouldn't they have to be a good liar for this sort of thing in order to survive long enough for this type of job? Or good actor atleast to pull it off, or maybe understand the job at a basic level?
