What if those friends never return your favorite book and the book is out of print?

Have you ever heard of Inter-library loans, whereby your own fantastic & virtuously guarded borrowing record may induce your local library to scour other libraries' holdings for anything it doesn't hold itself?
What would happen if the books aren't at those other libraries?

Would the librarians be allowed to purchase those books at their discretion?

Doesn't the answer to both the above questions depend on the library's book budget, the purpose of the library to be asked, & the sort of book item being requested?
Wouldn't the libraries budget depend on location i.e. small town or large city?

Don't those towns, larger or smaller, have finance departments & accountants who allocate how much money librarians receive to run the library?
Are the accountants certified by the national accountancy regulating body, whatever that might be?

What if these accountants are not certified?

Isn't it a routine requirement for job applicants to supply evidence of relevant qualifications & certifications before they can be hired by any organisation?
What if they are con artists who have forged the documents?

What if the forged documents are more interesting than the real ones?

But our hearts we lost - how long ago! -- G. K. Chesterton
Wouldn't any forged documents be detected when they are checked against the records of the institutions which allegedly issued them to the job applicant?
What if this is an inside job being done so they couldnt detect the forged documents?
