Few doctors with the needful and appropriate medical degrees need to have Doctorates of any sort, let alone PHD's, to practice medicine.

General practice doctors in the US have to have a medical doctor degree or doctor of osteopathy degree.

Has anyone met someone who carries the title of Doctor who is a Doctor of philosophy, not a Doctor of Medicine?

Kindly friends of mine both have their PhD, but you wouldn't know it because they are down to earth and are very humble.
